Instructions
Preheat oven to 350°F. Line a 12 cup muffin pan with paper liners.
Mix the cinnamon swirl filling first. Stir together brown sugar, cinnamon, and melted butter in a small bowl until it looks like wet sand. Set aside.
Whisk flour, baking powder, baking soda, and salt in a medium bowl.
